“Everybody should be a key player. Think of the country’s future. Let us support the PNP.” This was the message of Secretary Jose Maria Nicomedes F. Hernandez, Presidential Adviser for Southern Tagalog and chair of Calabarzon's Regional Taskforce to End Local Communist Armed Conflict (RTF-ELCAC), when he graced the “24th Police Community Relations Month” observance on Wednesday at this camp.[1]
This is the only way possible for us to move forward as a nation. We should acknowledge our part and do it. As we continue of Cadet Attachment Program Phase 2, the immersion stage of the program, the Community and Service-Oriented Policing(CSOP) triumvirate model of the PNP, Citizenry, and Local Executives that we learned, in theory, is now presented right in front of us.
Through NAPOLCOM Resolution No. 2015-342, the commission established CSOP, or Community and Service-Oriented Policing, with the primary goal of enabling the Philippine National Police (PNP) to fulfill its function as a community and service-oriented agency through the implementation of the CSOP system including the Local Government Unit (LGU), Community, and the Police as required by law under RA 6975 and as revised by RA 8551. In addition, A national peace framework was adopted by Executive Order 70 (EO 70), which sought to put an end to the fifty-year local communist armed war in the Philippines. EO 70 institutionalized the whole-nation approach to achieving inclusive peace and development. Like the CSOP, EO 70 emphasizes the importance of participatory governance, where community involvement or cooperation is a fundamental component of lasting peace for development.
The CSOP and EO 70 both emphasized the significance and efficacy of a whole-of-community or whole-of-nation approach to addressing crime and terrorism, respectively. By tackling the underlying causes of crime and insurgency in our respective communities, the government's strategy has been both reframed and refocused. To finally achieve this, we should prioritize and coordinate the provision of basic services and social development programs to the communities. And for this, the Local Government Units and the community must work hand in hand.
