The Police is the Community, The Community is the Police

Today I was able to attend as an observer the Enhanced Managing Police Operation (EMPO) meeting presided over by the Chief of Police of Solano Police Station PMAJ ANTHONY CHINAYOG AYUNGO, and joined by the section chief of the different departments in the police station. In the afternoon, I was also able to join the “Kabataan Kontra Droga At Terorismo” (KKDAT) meeting facilitated by the Solano Police Station with representatives from the youth through the Sangguniang Kabataan Presidents of different barangays, representatives from the Department of Interior and Local Government (DILG) and the Philippine Army (PA) and later at the end of the day the Flag Lowering program by the Solano Local Government Unit. After observing these activities, I was able to comprehend better the work of a police officer. That our work should be wholesome and inclusive of the members of the community we serve. And for that, I believe that Police Community Relations (PCR) should be at the heart of our service to the community.

“PCR is indispensable in the PNP organization as it is geared towards forging a partnership with the community to promote shared responsibility in addressing peace and order. A strong relationship between the police and the community establishes a harmonious and peaceful environment achieved through proper coordination and communication. PCR showcases its significance as being the first among equals in the quad concept of police operations because it fosters an environment conducive to effective crime prevention and solution efforts including other police activities.”[1]

Every program or project comes with its own set of challenges and these activities are no exemptions. Therefore, potential challenges must be identified early on and strategies, in order to mitigate their impact and ensure the success of the plan, must also be laid out. One such potential problem identified during the KKDAT meeting, which I believe is prevalent in our communities now, is the carefree attitude of our youth with regard to these kinds of activities. And in the words of one of the participants in the meeting, “mahirap magtawag at magpaparticipate ng mga kabataan po ngayon sa mga ganitong aktibidad, pero pag mga liga ng basketball mas nauuna pa sila malaman kaysa samin mga SK president.” This is where our PCR activities should be refocused, which is engaging the youth to participate and should care more about matters of the nation. Let’s reignite the flames of nationalism and patriotism in our youth. In so doing, we must note that fostering nationalism and patriotism should be done in an inclusive and non-discriminatory way, also it should be balanced with critical thinking and understanding of different perspectives and cultures in our respective communities.

Engaging the youth to participate in nation-building is crucial for the long-term development and prosperity of any country. We can start by empowering youth through education. Education is a powerful tool for empowering young people to become active and engaged citizens. Providing access to quality education and training can help equip young people with the skills and knowledge they need to participate in nation-building activities.

Encouraging the youth to get involved in community services. Volunteering and community service can help young people to develop a sense of civic responsibility and give them opportunities to make a positive impact in their communities. Encourage youth to participate in community service projects, such as cleaning up parks or volunteering at local non-profits. This is strengthened by providing opportunities for youth leadership. Empowering young people to take on leadership roles can help to build their confidence and develop their leadership skills. Provide opportunities for youth to lead projects, run for student government, or organize community events.

Fostering mentorship and networking with known leaders. Mentors and networking opportunities can help to connect young people with experienced leaders and professionals who can offer guidance and support. Provide opportunities for young people to network with community leaders, business owners, and other professionals who can serve as mentors.

Celebrating the youth’s contributions to nation-building can further empower others. Recognizing and celebrating the contributions of young people can help to build their confidence and encourage them to continue their engagement in nation-building activities. Highlight the successes of youth-led projects and recognize the achievements of young people in your community.

Engaging the youth in nation-building activities requires a commitment to supporting and empowering young people. By providing opportunities for education, leadership, community service, and political participation, we can help to create a generation of active and engaged citizens who are invested in the long-term success of their communities and their country.
